It's the annexe of Orléans' University, which had its main building rue des Ecoles.

At that time, the salle des Thèses ("Thesis room") used to be a library and a place where students took their exams.

This is the oldest Gothic civil building in France! It was raised in 1421. Originally, there were two buildings with a small courtyard.
